ATTITUDE OF FRANCE. London, April 19. Since Major Lugnrd's arrival at headquarters the British West Africau Btaff has been transferred from Lokoja to Jodda. Paris, April 19. The Debats states that tho French elections are causing the delay in effecting a settlement of tbo Niger question. France is reluctant to make concessions along tho whole line without compensation.
