PaklS, April 14. In the Chauiber of Deputies, M. Hanotaux, Minister of Foreign Affairs, explained the concessions granted to France by China. He soid they included the lease of a bay in South China ; the right to construct a railway from Tonking to Yunnan Fu, via the Red Kiver; the non-alienation of the provinces bordering on Tonking ; and an arrangement regarding the organisation of the postal service. China also undertook not to cede Hainan to another Power. London, April 13. The Pekin correspondent of the Times states that France has not secured the exclusive right in the provinces of Kwantung, Kwangsi, and Yunnan. Britain and France have been granted railway concessions in Yunnan Fu. Pekin, April 13. Sir Robert Hart, Director-General of the Chinese Customs, bas completed new regulations for the control of Customs duties. It is intended to appoint 25 officials of various nationalities in proportion to the trade between their respective countries and China.
