London, April 8. The Times correspondent at St. Petersburg says it is understood in official circles in St. Petersburg that Russia assented without protest to the lease of Wei-hai-wei to Britain. Pekin, April 9. China has voluntarily declared Woosung a treaty port, hoping that Britain will consent to a revision of the tariff.
