AMERICA AND CUBA.
PRESIDENT'S MESSAGE. London, March 29. President McKinley, in his message to Congress, states he had no doubt that Spain's sense of justice will dictate the action suggested by honour and friendly relations. Meantime the message invokes the deliberate consideration of the whole question. It is reported that Spain is willing to withdraw her troops from Cuba, and it is believed that she virtually accepts President McKinley's proposals. Both the Senate and the House have referred the Maine report to their foreign committees. The Standard says that popular feeling in favour of intervention in Cuba on humanitarian grounds is growing stronger. Spain is trying to stay American action in Cuba, alleging that the reports published with reference to starvation and destitution amongst the population are inaccurate. The Spanish Government will not admit any encroachments on its soveeign rights regarding Cuba. Presidents McKinley has requested Congress to appropriate half a million dollars for the immediate relief of the distress in Cuba. Senor Birnabe, the Spanish Minister at Washington, has asked the American Government to delay action in regard to intervention in Cuba, stating that Spain is prepared to offer terms so liberal as to satisfy both Cnba and America. President McKinley is resisting tremendous pressure brought to bear by the Jingoes. Congress generally is disposed to assist the President in the stand he has taken.
