LORD SALISBURY'S HEALTH. London, March 2S. Under medical advice Lord Salisbury has started fur Beaulieu. his seat in the south of France. The Hon. G. Curzon, Under-Secretary for Foreign Affairs, now attends the meetings of the Cabinet. The Times, commenting on Lord Salisbury's departure, says ho ought to surrender the portfolio of Foreign Affairs. It favours the appointment of Mr A. J. Balfour as his successor.
