THE MAINE REPORT. WAR PREPARATIONS. Washington, March 25. The report on the M»iine disaster has been received at "Washington, and the Cabinet is now considering it. Prcsidont McKinley is striving to suppress the war party in the United States. March 26. America is hurriedly purchasing tugs and fast steam yachts with a view of converting them into torpedodestroyers. President McKinley has been requested to strike a blow before the Spanish torpedo flotilla arrives at the Eest Indies. The Conservatives do not support President McKinley's effoits to promote peace with Spain. The financiers prefer war to the uncertainty which prevails. Pending the official statement, all the Americau reports re the Maine disaster are to the effect that the first explosion was external, causing the second «xplosion in the forward magazine. The Spanish reports deny that the explosion was external. President McKinley desires to treat the Maine explosion as an incident in itself, preferring to intervene in Cuba on humanitarian ground?. London, March 26. Spanish stocks are falling. Lloyd's quote os per cent, war premium between Manilla and London.
