CHINESE QUESTION.
London, March 21. FRANCE also demands the exclusive control of the mining area traversed by the prolongation of the Laokai railway in Yunnan ; als* tbe appointment of a Frenchman as director of the Chinese Office. A Eeuter dispatch says that China has offered to lease Ta-lien-wun and to permit a railway to Port Arthur if the fortress thero remains in possession of the Chinese. China also agrees to tbe French demand in regard to Yang-tse-Hiang. The Times Pekin correspondent states that the French demands do not include the province of Kweichau. M. Hanatoux, speaking in the Chamber of Deputies, said he did not desire a French settlement in Yunnan or the seizure of more Chinese territory. Five Russian warships at Port Arthur are provided with 11,000 tons of coal. The Rußsisn demands in China, including the rights for the construction of tbe Manchurian railway, have been conceded.
