*~ — LOCAL GOVERNMENT BILL. London, March 22. In the Houso of Commons the Irish Local Government Bill has passed i«s second reading without division. The debate was of a spiritless character. Mr John Morley contended that the measure would dangerously wealcen the Central Executive, and that it conferred too great a boon on the landlords. Mr Healy considered that it was a ten times better Bill than the Liberals would have granted.
