CABLE SUMMARY.
Reports from Jamruil state that the remainder of the Afridis arc tendering their submission to the British. News has been received at Madrid that the rebellion in the Phillipines has been renewed. The outbreak occurred at the Island of Luzon. Several Russian bluejackets have been arrested at Sehastapol for assaulting Mr Cooke, the British Acting-Con ul of that town. The Governor expressed regret at the assault. The Reichstag has doubled the North German Lloyds' East Asian subsidy, with a view of establishing a fortnightly service to China. Prohibition is, however, repealed on the carrying of agricultural produce homeward ; but the Reichstag lefused to prohibit the carriage of wool. President Faure is arranging an interview with Queen Victoria during her journey to Nice. Lord Salisbury has recovered from an attack of influenza. In the course of an interview, Mr Cecil Rhodes admitted that he was the leader of the Progressive Party in the Cape Parliament. He denounced the eternal whine of the Afrikanders, who he said supported every rottenness in Pretoria. A Bill has been introduced into the House of Commons by Sir A. Forwood abolishing the principle in law known as common employment. It was read a second time by a large majority. The Government did not oppose the measure.
