London, March 12. Eeports from Pekin state that Sir Claude McDonald on Tuesday strongly protested against the leasiug of Port Arthur, on the ground that it would disturb the balance of power. The Chinese authorities replied that they were unable to withstand the pressure of Eussia. The Standard says that the Czar's ukase ordering a large expenditure for warships, is tho Czar's reply to Sir Claude McDonald. The same journal considers the evil of a timid surrender and spiritless acquiescence in the attitude of Eussia in China would vastly outweigh the advantages of a dishonourable peace. The Spectator advocates the mobilisation of a very powerful special squadron. Pekin, March 12. Tho Governor of Manchuria, terrified at the presence of 15,000 Eussian troops, has requested tbo Chinese Government to send reinforcements, but no reply has been sent from Pekin. It is reported that the Coroan Cabinet has decided to release Alexieff and tho Eussian military instructors from their engagements. St. Petersburg, March 12. The fourteen millions required under the recent Imperial ukase for the construction of more warships will be taken from the reserve of the Eussian Treasury.
