CHINESE QUESTION.
_ London, March 7. TlJrTimea states that immediately the Chinese loau was ratified Russia demanded from Chin* the recognition »f sovereign rights at Port Arthur and Ta-lien-wun Bay on the same terms as those granted to Germany at Kaiochau; also the right to construct a railway to Manchuria, or the extension of the Trans*Manchurian Railway from Kwongcbung, Tzu, or Makdem, to Port Arthur. Russia has allowed China five days to reply to the domands. In the event of refusal Russia will invade Manchuria. A Reuter's telegram says that France has made correspoudiug demands for compensation in Southern China. The Shanghai Mercury states that the viceroys of Nanking, Liangu, aud Hunan have agreed to administer the Yang-tse-Kiang Valley irrespective of the Emperor of China. The repoH, however, is not confirmed. Pekin, March 7. The Japanese Minister ot Pekin has demanded a signed assurance from the Chinese Government that the war indemnity will be paid in May.
