CHINESE QUESTION.
London, February. The Chinese Government have pledged themselves to Britain to open Yuenchoufu as a treaty port within two years. They state it is impossible to do so earlier owing to the weakness of the executive. China has assured Britain that she will not alienate to any other Power any portion of the Yang-tse-kiang Railway, and has agreed to open all inland waters to foreign steamers within four months.
