London, February 19. In tbe House of Lords the Earl of "W'enrjt».r* , ferring to the present disiurbecl%. .ook of affairs, and tbe proposals for army reorganisation, urged the adoption of tbe ballot system for tbe militia, wbicb bus been suspended since 1829, but remains in reserve in case of emergency, for tbe purpose of strengthening that branch of tbe service. He said the militia was thirty thousand below the standard strength. Lord Lansdowne, Secretary of War, said that in times of emergency an immense number of volunteers were available, but in the event of necessity the Government would certainly adopt tbe ballot.
