Tho French, together with friendly natives, lost Tho Temps, referring to the. stagnation in the negotiations relating to the Niger, says tho position has been brought about to suit the purpose of Mr Chamberlain more than to assist Lord Salisbury in the matter. Tt also asserts that Britain's demands required the exclusion of Franco from the navigable portion of the Niger.
