Gerald Balfour, Chief Secretary for Ireland, in addressing his constituents at Leeds, referred to tbo situation in the Far East, and to the rumours that the British Government were receding from the position they lml originally taken up in regard to China. He denied that tho' Government were flinching, mid assorted that they had not departed in the smallest particular from tho attitude at first assumed ; nor had they, he declared, yielded any of their claims under pressure from foreign Powers. Hongkong, February 4. Six thousand Russian troops have arrived at Kiriu, the capital of the Kiriu province in Manchuria, situated on the Sungaria rver, at the head of the steam navigation. There are 70,000 Russian troops at Vladivostock. The Chinese assassin of the German sailor at Kina-chau has been beheaded by the Chinese authorities.
