London, January 20. SiM%!iiAEL Hicks-Beach, Chancellor of the Exchequer, points out that, as a consequence of the strike in connection with the engineering trades, fully a million and a-half which the Government proposed to use in strengthening the nary so far remains unexpended. Sir Michael Hicks-Beach, Chance'lor of the Exchequer, speaking at Bristol, said he expected the financial year would close with a large surplus. It was intended to increase the number of bluejackets. The Government were watching tho foreign naval programmes, and intended to keep ahead of them.
