EXCHANGE OF TKOOPS London, November 19. The War Office is considering a scheme for the exchange of English and colonial troops. It is feared that many difficulties lie in the way of the accomplishment of the proposal. The Times devotes an article to the position of the army. It states that an increase in the army and artillery is urgent, and considers that the "War Office has lost the confidence of the country, an 1 says it is imperative that the Cabinet should deal with the matter promptly.
