HAMILTON BOROUGH COUNCIL.
A SI'SLCIAL meeting of the Hamilton Borough Council was held in the Chambers, Hamilton, on Tuesday evening. There were present:— His Worship the Mayor (Mr W. Dey), in the chair, and Crs. C. Tippin, R. F. Sandes, T. Sladc, W. Crawford, R. J. Gwynne, H. Tristram, D. Salmon, Jno. JJettley and W. Jones. The meeting was called for the purpose of adopting the following special order :—" Tint the width of Granthamstreet, Victoria-street, and Knox-street be diminished by taking therefrom all that niece of land containing twelve and seven - tenths perches (more or lcs3), bounded—commencing at a peg marked A, by a line in a north -western direction along 20(i 5 links, to a peg marked I ; ;hence by a line in a south-eastern direction along Granthamstrect, S'JO.b' links to a peg, marked B ; and thence by a line in a south-western direction along Knox-street, 77 links to the commencing point; and that the said piece of land be no longer part of a street. ' The Chairman moved the adoption of the order. Or. Sandes seconded.—Cr. Tippin said there was already a motion on the books that Knox-strtet be opened, and asked if they could place another on the books that it should be closed.—The Chairman said they did not intend to close the street, bub to leave it 6(5 feet wide. Cr. Tristram said the Council had agreed to open up Knox-street to its full width, one chain and a half, and asked to have the agreement read. One resolution could not be embodied in the books without first giving notice of motion rescinding the original motion. —The Chairman considered this was a notice of motion, and the Council was quite in order in so doing.—The motion was passed, Crs. Tippin, Crawford and Tristram dissenting. ORDINARY MEETING. The usual monthly meeting was held directly afterwards, the same members being present. Newj-xl's Claim.—Mrs Newell, of Ngaruawahia, wrote once more upon the subject of her damaged property, asking the Council to settle the matter.—Cr. Tippin proposed, and Cr. Gwynne seconded, that the letter be received.— Cr. Bettley thought the Council was in duty bound to recognise the claim and make some offer. He thought they should settle the matter in an honourable manner, and moved as an amendment that a sum of £lO 10s should be granted without prejudice.—Cr. Tristram seconded, and in doing so said the Council should make good any damage done. The voting for the amendment resulted. For : Crs. Bettley, Salmon, Jones and Tristram. Against : Crs. Gwynne, Tippin, Sandes, Slade, Crawford and the Mayor. The voting for the motion was vice versa, and the Chairman declared the motion carried, and the letter was received. Licensing Expenses. Mr Thos. Kirk forwarded a statement of fees, travelling and other expenses in connection with the first quarterly meeting, which amounted to £l3 2s 3d.
Footpath.—Mr J. A. Young drew attention to the state of the footpath at Section 332, Clarence-street, Hamilton West, and asked for permission to grade the bank at the same place.—The matter was referred to the Works Committee with power to act.
Foreman's Report.— The Foreman's report upon the various works executed since last meeting was received and adopted. Iu the report the Foreman* stated that the Borough's cartinsr contractor had not done the necessary carting in connection with the work at the bridge embankment, and he had had to employ a carter at Is a-day more than contract price.—The Council resolved to inform Mr Kelly that if he did not fulfil the conditions of the contract steps would be taken to enforce the same.
PoUNDKEErEn's Report.—The report of the Toundkeeprr for the month of June showed that eight head of cattle and thirteen horses had Leen impounded, and twenty-one doys registered, the fees amounting to £6 '.s.—The report was received.

Bond, 3s 9d ; Waikato ARGUS,£I 2s Gd; J. Winter, £7 17s Od ; T. Jones, £2 10a : W. Kelly, £1 17s Gd ; Bog Registrar, £1 lis 6d ; J. Hinton, 10s ; Thos. Keep, £2 2s.
Time ok Meeting.—ln accordance with notice of motion given since last meeting, Cr. Jones moved : "That in future the meetings of the Council be held on the second Wednesday in each month, at 3 p.m." —Cr. Slade seconded. —Cr. Tippin moved as an amendment "That the meetings beheld at 7 p.m." He said he thought that time would best suit the majority of the councillors and be more convenient.—Cr. Tristram supported the amendment.—Cr. Bettley supported the motion and thought it was a step in the right direction.—The Chairman said the evening would suit him far better than the afternoon.—The amendment was then put, but was only supported by Crs. Tippin, Crawford, Tristram and the Chairman, and the motion was carried by lj to 4. Gravkj. —An application from Mr Thomas Evans to have the footpath near his residence gravelled, was left iu the hands of the Foreman.
Foaming.—On the suggestion of Cr. Tristram, it was decided to form the footpath from Le Quesue's Hotel to tli3 Presbyterian Church. Bridge Footpath. Cr. Gwynne drew attention to the danger incurred by foot passengers passing along the newlyformed footpath at the bridge, which in its present state he considered to be a regular cattle trap. He moved that the matter should be left in the hands of the Works Committee to deal with.— Seconded by Cr. Salmon and carried. Complaint,—Cr. Uettley here said he had a complaint to make to the Council. At the last meeting he had presented a petition signed by a large number of ratepayers with reference to the advertising. Cr. Jones had stated that a number ot the names were forged, and he now a°ked why that assertion was made, and where Cr. Jones had derived the information. He considered it a slur upon hi in. —The Chairman did not think it was a matter for the Council to deal with at all.—Cr. Tippin rose to a point of order, and said no Councillor could bring forward anything that had happened at a previous meeting.—The Chairman said Cr. Tippin was correct in his contention.—Cr. Hcttley considered he had been insulted, and that it was the duty of the Mayor to help him to vindicate his character.—The matter then dropped. Otjiku Works. —Cr. Tipp'a reported several Email jobs which required attention, including the fascining of the pound, and the Foreman of Works was instructed to get the work done. DOMAIN BOARD. The Domain Board met at the conclusion of the Council business. There wore present :--ilis Worship the Mayor (chairman), ami Messrs R, F. Sandes, C. Tippin, T. Slade, R. J. Gwynne and Win. Crawford. TitANSi'Eß. Mr T. Tidd wrote asking to have the domain allotment leased by him transferred to Mr Jas. Davies.—Left to the .Secretary to deal with. Reduction.— Mr Wm. Wyatt applied for a reduction of the rent upon the allotments leased by him at No. I.—The Board decided to receive the letter and apply to Mr Wyatt for the arrears of rent amounting to CS. CYCLING Teack. Permission was granted to the Waikato Amateur -Athletic Club to lay down a permanent cycling track on Sydney Square, the work to be done subject to the approval of the Chairman of the Board. Another Complaint. Mr Hugh Kelly complained that Mr Bunting persisted in continually breaking down the
fence of the GaUoway-street Reserve in lis possession.—The Board agreed to have the gate put in working order, and to inform Mr Bunting that if there was a recurrence of the offence legal proceedings would be taken acainst him.
