GERMAN NAVY.
Bekein, May 3. Under the authority of the Emperor "William circulars have been addressed to the magistrates in Germany strongly demanding the increased strength and efficiency of tbe navy. Jt is declared that first-class cruisers do not exist in the navy, and that unless the building of new warships is commenced in larger numbers, the naval authorities will be compelled to reconstruct the cruiser flotilla.
