CABLE SUMMARY.
It is expected in official circles at Washington that the United States will annex Hawaii in order to prevent Japan annexing it. The trial of Lieutenant ElofT is proceeding. Witnesses have testified that Elufr', when drunk, used a foul epithet in reference to Queen Victoria in a message. r Jho Hon. G. N. Cmzon, Parliamentary Secretary of the British Foreign Office, is visiting Berlin. He had a lung interview with Marshal von Bieberstein, German Secretary of State for Foreign .Affairs. The Porte proposed to double the Turkish garrison in the island of iSamos, principally under the sovereignly of Turkey, but the local assembly decided to resist, and the Porte therefore abandoned the proposal. In the course of a speech, Sir R. J. Cartwrigbt, Minister of Trade and Customs, said there would probably be war in Europe, and it was desirable that Canada should have between 20,000 and 30,000 troops ready for service. The volunteers would possibly soon have a chance of proving their attachment to the Empire. News by the mail steamers from the East includes the statement that the Chinese Government have ordeied four armoured cruisers, two fast cruisers, and several torpedo boats. All are to be of the English type. Japan will send nn envoy to attend the Queen's celebrations. The Most Rev. Dr. Maclagan, Archbishop of York, who is on a visit to Moscow, has been warmly welcomed. Mr Grcenaway, Premier of Manitoba, is about to visit Australia., with the object of promoting an extension of trade relations with the colonies.
The Government arc supplying food to 00,000 persons rendered destitute by the flcods in the Missouri distiict. M. Ilanolaux has forwarded to the American Government a protest against the Dingley tariff duties, but the protest is unlikely to bring about any modification of the Bill.
