ARBITRATION TREATY.
♦ - Washington, February 10. The Senate is holding a secret session to discuss the Anglo-American Arbitration Treaty Senator Sherman alluded to tho Senate's amendments as essential safeguards. London, February 10. The New York correspondent of tho Times, referring to the attitude of the Senators, says there is no hint or hope that the unamended treaty is likely to bo ratified.
