THE WAR IN CUBA.
London, November 130. The London Times' Havana .correspondent states that General "Weyler's mission has completely failed. As the result of a fortnight's operations, 50 rebels have been killed, while (3000 Spanish troops are sick or wounded. Weyler has publicly stated that the only plan was to starve the rebels.
