DUELLING IN GERMANY

Berlin, November 20. In a debate in the Reichstag; several members severely criticisfd the attitude of the Government in regard to duelling. The Liberal party urged the immediate dismissal of officers guilty of the practice. November 21. The Emperor William, addressing a gathering of officers, said if they were obliged to use their swords in selfdefence, they should adopt the most effective manner. The speech has created a sensation.
