WAIPA COUNTY COUNCIL.

Tin-: Inst monthly meeting of the Waipa Couty Council as at present constituted, was hcl 1 at Ohaupo on Tuesday last. There were present: (Vs. J. Atkitlron (Chairman), J. !•• Teasd itc, J. J. Vickers, A. Smith, Ed, Allen, and (ico. Finch. The engineer, Mr A. Armstrong was as us.ial in attendance. Kniuxkkii's Report.— Referring to Mr Livingstone's application for some drainage work adjoining the Nawton road, Hound when in the district that he hul tone to Auckland and was not expected bick for a week or two, not knowing quite what he wanted I have been unable to bring up a report, but expect to do so by the next meeting. 1) lliear's Road.—The worst section of thi.s road is formed over side-lying ground and has been formed at two different levels, that is for a good distance there are two liacks, a high one and a low one, running parallel, with a water table between them. This stite of matters renders the reforming of the road more costly. A box culvert wi 1 have to be put in, there not being sntno'ent cover for pipes, and the side drain deepened on the upper side of the road to drain the hollow. This would cost from €1(1 to £l2- Referring to your instructio s to report on the portion of the Waipa River road, below No 1 cutting, on the Ngaranwahia, to Bton :'•"> c->rner road, sir jcet to be flooded l>y the W.opa river, I hive the levels of tin pice:i of road and hand in herewith a section showing the proposed work. On reaching the flat, the road for a coiHiderab'c distance is comparatively level, and but a few feet above the river. Taking the line of ordinary flood level, I can only get the embankment about one foot above this line, unless at a givater increased cost, which leaves but a very narrow marg'n to work on in case of Hoods of somewhat greater vo'ume, when the embankment would be liable to lie topped and washed away to a greater or less extent. A new box culvert would be wanted in the event of the work being done, as although the present one is good for some time yet. it would be a much more costly job to put in one afterwards. The settlers want the new box to be laid at a level of 2ft lower than the present one to enable them to drain tin-b----land. I estimate the cos", of this work at £l5O. \V< oils Hill, Ohaupo-Patcraigi roid. The road here is through a pretty deep cutting, the width varying from 17ft to 1 tit. I would recommend that the cutting be incieased to the width of 27ft, and a good coat of gravel pit on before winter. The widening would co t about £l4. I have to call the atteiiti »n i f the Council to the very bad state of the road from Farrell's gate to the f ot if Gifh'id's Hill. This piece of road suffers very nurh from the flooding of the M.iugahoi creek, which has washed several deep channels right across it, besides scouring out many deep holes. I would suggest that the worst parts of this p'coc of road should be lascined and a heavy coating of (day laid over these ami the remaining parts. I have not been able to go into the question of cost but the work would probably cost about £'2s. I won'tl also call the attention of the Comic 1 to a section of the Oh•inpo-Haiiiilton road fiom its j u net ion at the linger post at Morrison's to Mystery Creek. This is in a bid state and would require rcform'ng. The quost : on of doing a portion, from the hiu'cr-post, Wis discussed by the Council last winter, but it was considered too late in t c season and the tna'ter was held ovir. 1 have called for tenders for the works authorised at Hie last meeting, the off is for which are due to lie opened to-day. Wiiuks. — The Council decided lo put mc:i on to cut fu «o at Mr White's firm, Frankto:i, at the owner's expense, and the repairs to Mr Diliiea.'s road were allowed to stand over until the furze had been cloan.il.— Regarding the road at Livingstone's, the Chairman said as Mr Livingstone was about the only one who would benefit from the work, he had asked him to contr butu half th" cost, but as yet he had received no reply.— Onjthe question of the Koromutiw lhidge, Cr.'Harris wrote, apologisi ig for his absence and objo'llig to 'ho re-building of the bridge, and suggesting that a few new stringers and new decking should be laid down on top of the old. lie thought the roads rcquiroil attending to more than the bridge.—The Engineer produced plans of the proposed work at No. 1 cutting on the Waipi Und. He estimated the cost at .C(iO. The Council ogrocd to allow both these matters to s'aiid over until the next meeting.—The Knyiuerr recommended that the cutting at Wood's Hill should be widened to 25 feet and gravelled ; but to allow tits members of the riling a chance of inspecting the place the work was put oil" for a mouth before any money was spent on it.— The wok with C-iffor i's Hill was also held over, but it was agreed to employ a man to repair the worst places. Baths.— Mr Ogle again wrote, ohj eting to pay rates on his business premises on account of reasons already given, also stating that it was only at the pleasure of the Post and Telegraph Department, oi by the'r sp.-iial favour, tiiat he was allowed to use the p emisc; for h : s business as chemist.—Cr. Teasdile was asked to interview Mr Ogle upon the matter. Sw.uii' Road.—The Clerk of the Raglan County Council it rote, informing the Council that that body had already drawn the at'ention of "the Government to the necessity if placing a sum on the Estimates for the Whatait hilta Swamp Road.—The Chairman informed the Council that £IOO had been allowed for the wo:k, and remarked that they should be thankful for small mercies. Host'rr.u. CoNTitiiH'Tiox. t'oO was pased for payment on account of tl.e hospital contribution, Loan. -Mr Thos. l'utcrson, clerk of the Ngartiawah'u Town Hoard, wro'e, asking if the Waipa Counly C uncil would advertise the necessary no'ico re raining their portion for the propos?d bridge, and also if the Council could furnish the Hoard with a copy of the rjll of ratepayers in the Newo.stlo Riding Cr. Teasdale proposed that the Council write to the Newcastle Roid Hoard and the Nginiawahia Town Board, asking them to make enquiries as to whether a poll could be carried in the Newcast'e Hiding, as the Council was of opinion that such a poll could not be carried, and therefore did not arc to undertake the expense. —Cr. He agreed to ke- p the drain open for two years at his his own expense, and also do the work fin half co-t, viz.
