J'.\!;!S, October o. PAWS is in a state of feverish excitement over the Czir and Czarina's visit'. The city is thronged with visitors, and it. is said quilt- 40,000 people are unable to find any accommodation. Arrangements have been made for a round of splendid State functions, bails, banquets and illuminations. A revioiv of 70,000 troops will be held (it the great military camp tit Chacons. The Czar will visit President Carnot's tomb. Much comment lias been excited by the absence of Madame Faurc, the President's wife, from the Imperial procession. The reason put forward, which, however, is regarded as a mere pretext, is that there is no official place for her. The Czar has arrived at Cherbourg. II is estimated that there are three million visitors in Paris. October G. The meeting of the .French and English squadrons in mid-channel was a superb spectacle, and the splendid evolutions were much admired. The English warships fired n salute of 21 guns, and the French a salute of 100 guns. On his arrival at Cherbourg the Czar receive'! a great ovation. President Faurc and the Presidents of both branches of the Legislature welcomed him, and he noticeably retained the hand of the former for some lime. The Czar then made an inspection of the French fleet, and expressed his admiration of its completeness and apparent efficiency. At the banquet President Faure, in proposing the health of the Royal guest, said the Czar would find that the heart of France beat at Paris. The Czar, in reply, said he fully shared in the sentiments of a friendly nation, and was much touched by the sympathy and cordiality extended to him. In drinking the toast, the Czar and the President touched glasses, while the Viand played the Marseillaise. Subsequently the Czar and party were escorted to Paris. London, October 5. The Czar thanked the Queen and the British people for the perfect hospitality extended to him and his party.
