Conditions remain on Subdivision
An application from New Zealand Ski Fields Limited to subdivide a piece of land at the entrance to Turoa Village was approved by the district council last week, after an in committee debate.
The council discussed one of the recommended conditions before excluding the press and public to hear evidence that was possibly commercially sensitive. The condition discussed was that the company pay the normal 7.5 per cent reserves contribution for the subdivision. Cr Thompson had suggested the company should not be charged the reserves levy because it provided a golf course and tennis courts in the village for the public to use. He said he felt they had provided more than the normal contribution and asked if it was fair to ask them for -more and that this new subdivision was part of that subdivision. Cr Punch said to not call for the contribution would be setting a dangerous precedent. Cr Frew said it wasn't dangerous, that if any other developers were Iprepared to provide such facilities, open to the public then they could also have the contribution waived. The district manager said the new subdivision would put further demand on reserves and the council was fully entitled to charge the levy. Cr Bennett suggested a levy of 3.5 per cent in recognition of the company's contribution. It then became apparent that some of those at the meeting were aware of information that could affect the council's decision. son moved that the subdivision be approved with all recommended conditions imposed, including the charging of a 7.5 reserves levy.
