Curious rates

The Government Valuation of our property in Auckland is 3 3/4 times greater than that of our Ohakune property yet we pay more, marginally, locally than we do in Auckland. Both Government Valuations of the same date of course. Accepting all things are not equal as of course they aren't in these instances, is there some simple explanation for this wide difference in ratine?
