Council Says No to flats
An application to build four flats for the elderly at Pipiriki has been turned down by the Waimarino County Council. Theapplication was made by the Maori Affairs Department, and turned down at a full town planning hearing last week. There was a tied vote by councillors over the issue with county thairraan Con Heinold using his casting vote to make the decision. In 1983 the county banned the building of dwellings in the village until an adequate sewerage system was in operation. Council is waiting for approval of a sewerage subsidy for the village and expect to know before April. Mr Heinold said council was adamant the ban was the only way to force an orderly development in Pipiriki and that he thought the council should stick to it. The Maori Affairs Department proposal was to build four one bedroom kaumatua flats in two stages, the first being to build the units before April, when finance for the project would expand. The second stage would have been the completion of a sewerage treatment system. The department wrote to the council giving an assurance that the flats would not be occupied until all stages were complete. But council was concerned about the policing of the occupancy. One objection to the proposal was received by the council, from the Wanganui Area Health Board. The Board's objection was that the proposal was contrary to the provisions of the Health Act. The objection would be withdrawn if the Department could provide details of a drainage system in the event of a sewerage system not being provided. The councillors were divided on the issue with much discussion on the application before the decision was made to turn it down.
