Delay on amalgamation?

Dear Sir, I am pleased by the interest of L. A. West and others in Waimarino County Council matters especially the amalgamation issue, as shown by the letter published inthe Waimarino Bulletin on 25 February. Every Waimarino county councillor is concerned that the rural ratepayer will have as much protection as possible before final agreements are entered into. As ratepayers and farmers themselves they are conscious of the economic climate prevalent and a sincere endeavour is being made on behalf of all rural ratepayers to relate costs involved to benefits that may be derived from all county works and expenditure. The task is not an easy one and many complex issues and problems are being raised in which decisions have to be made. Many central government policies are at present placing extreme pressure on local governments especially the rural county councils throughout New Zealand. The powers vested in the present Local Government Commission are contrary to the liberty and freedom that we have previously had and any challenge of their direction or authority is having to be made in a positive and

deliberate manner based on substantiating evidence. Waimarino county councillors are directing their attention to the questions raised by you and a case is being prepared to present to the chairman of the Local Government Commission, Mr Elwood, when we meet him on 10 March to support a resolution unanimously passed by the council on the 20 February: "That the Waimarino County Council request from the Commissioner of Local Government a stay of proceedings and so place a moritorium on the proposed amalgamation until such time as the financial position has improved, so that the increases that amalgamation structure will create on rates can be borne more easily by the rural ratepayers." We believe that t'4 emphasis is on the obvious costs relating to the structure of an amalgamation. The signatures on the letter received and tabled at council and also published in the Bulletin, are supportive evidence for our case and I give you an assurance that the county regards this issue with the gravest of concern.
