"One area of frustration for the business community has been the bureaucracy covering existing schemes that has resulted in uncertainty in the economy for long term planning of a business operation," Mr Mason said. "The major consideration to any business proposition to the operator is that the result of his decision will mean that he can be assured of meeting his costs and be left with a return that will enable him, after paying tax, to finance some part of his future returns out of income rather than borrowing."
