BOLSHEVIK STRIFEMONGERS AT WORK. (Received Tuesday, 5.5 p.m.). RIGA, March 14. Recent belligerent speeches of Rykoff, Voroshiloff, Kalinin, Bukharin, and others, predicting an early war with cdpitalistic countries, so agitated the masses that they began hoarding foodstuffs and clothing and increasing prices. The leaders are now busy destroying their own utterances with assurances that although war is inevitable it will certainly not occur in 1927. The masses must continue their occupations without fear or excitement, while the Soviet strengthens tho Red Army and auxiliary forces in readiness for the coming, though not immediate, armed clash.—(“The Times.”) .
