(Received Thursday, 9.5 p.m.). LONDON, March 3. The “Daily Telegraph’s” Paris correspondent states that following on an announcement by M. Painleve (Minister of Defence) that work on the frontier defences is to be started, in July, comes news of the imminent introduction of a Bill into Parliament under which France will become virtually a nation in arms, all classe of both sexes having their allotted duties and tasks.

It is argued that under future conditions of warfare; the whole population will be liable to bo victims,of hostilities; therefore they must share in the country’s defence. It is understood that the Bill provides a niehe for every adult, while every Ministry must include a dtefence department covering its own sphere. Another Bill will follow reorganising the Army. The Government insists that these measures do not indicate a loss of faith in disarmament.—(‘ ‘ Argus. ”).
