AN INTERNATIONAL. CONFERENCE. AMERICA TO PARTICIPATE. (Received Sunday, 5.5 p.m.). GENEVA, February 26. The United States has unexpectedly notified the League of its acceptance of an invitation to participate in a conference on March 14 for the purpose of drawing up a draft convention concerning the private manufacture of small arms. The Note stressed that America considers the conference purely as a means of obtaining the fullest publicity of statistics regarding both private and governmental manufacture of war materials.—(A. and N.Z.).
