A special meeting of the Cabinet on Sunady evening considered the coal crisis. The Daily Express states that it was , decided to increase the offer to the miners to two shillings per day, based on a twenty per cent, advance. The decision of the miners to accept a percentage basis instead of the flat rate gives promise of an agreement. The Goveriuneht is less concerned about the miners' precise demand than about the return to the full system of payjment by results.
