"THE TIME HAS COME."

"The time has come," states the Hon. D. H. Guthrie, Minister of Lands, "when we shall have to adopt somo means by which we may bo able to road undeveloped lands, whether held by Maoris or Europeans, and, in consideration of the benefits accruing to those lands, load them with a fair share of tho expense. This is precisely the right view of" the situation. But tho Minister does not go far enough. Ho should load the lands with the cost of bushfelling, .fencing, and grassseeding, giving the young settlers the opportunity of starting for themselves from the point of profitable occupation. The work of roading, bushfelling, etc., could be entrusted to the settlers, who would bo enabled, by thrift and industry, to save sufficient to partially stock the land. We know something of the breaking-in of bush country, and of the hurdle that is presented by the first few years of occupation. Men ' without means, but with the necessary energy, must be assisted to negotiate this hurdle.
