AN AMERICAN PROPOSAL.

Mr D. F. Houston, Secretary of the Treasury, advocates a reduction in the rate of interest on American loans to the. Allies, from 5 per cent to 4|, and the deferment of the payment of interest for three years. He also suggests the conversion of loans into bonds, with a currency of twelve years, deferred interest, to be compounded.
