THE TERRITORIALS.
Hardly a Court-day parses in Masterton but half-a-dozen, or more Territorials! are fined 'for failing to vender the service required of them under the Defence Act. The experience appears to be the same in other districts of the Dominion. ■ From these facts one is tempted to sftppose that the Territorial system has not yet appealed to th*e loyalty of our young men. -We are led to wonder'whether the service is as attractive as it should be v Is there sufficient variety in the system? Is there anything to stimulate the ambition of the young men? Are .the parades held ' at bonveaient times and placea? in sufficient attention paid to the use of the rifle ? Are there .competitions in which Territorials may vie with each, other? ' Is the spirit of emulation encouraged? These are questions that occur to a layman. They may all be- answered rn the affirmative, for aught we know. But still, there is the fact that I>atches' of yoUmg men are continually before Iho Court. And "we are persuaded that this is not convincing proof that the service is as successful as it should j be.. I
