PRESIDENT WILSON ANNOYED. (Received Last Night, 10.30 o'clock.) WASHINGTON, Dec. 16. President Wilson has withdrawn from lionolrary membership of the new -military : order of the Carabao, comprising officers who served in the Philippines disturbances . succeeding the Spanish-American war. Satires and jokes at the Filippino's expense at a recent banquet has' caused the President's action. The officers concerned ar.e likely t<> he court-martialled.
