SUGGESTIONS OF ROYAL COM- " MlSSlON(Received Last Night, 11.15 o'clock.) LONDON, Dec. 16. . The Royal Commission \ipon the delays of the King's Bench Division, suggests the abolition of grand juries, a reduction of the long vacation to two months; London Judges to sit for longer hours; the Court of Criminal Appeal to have power to order a new trial; and Judges to retire at the age of seventy-two.
