KAISER'S POWER.
GERMAN CONSTITUTION. (Received Dec. 10, 1 p.m.) BERLIN, Dec. 9. Following on the Zabern incident the. (Socialist; Party has introduced amendments to the Constitution, making the Chancellor responsible to Parliament for his own and the Kaiser's acts. The Chancellor (Herr Von Beth-mann-Hollweg) replied that he would oppose with "all his might any diminution of the Emperor's Constitutional right. The majority of the people would never wish to see the Emperor placed under Social-Deippcratic compulsion.. ' .
