WASHINGTON, Dec. 6, The International Diplomatic Conference has been suggested for-' an amicable settlement of -'the' controversy between Britain and the United States in regard to the Panama "tolls, by Mi" Harris Taylor, a former Minister to Spain. 1 Mr Taylor disagrees with Mr Joseph Choate's view that the United States should repeaKthe clause in the Panama Act or subjnit the case to arbitration. He considers both methods to be impracticable.
