RUSSIAN PROTESTS.
GERMAN MILITARY MISSION TO TURKEY.

The Government is determinedly protesting against the appointment of the German military, mission to Turkey, and has directed the attention of Britain and France to the position which then* Ambassadors will occupy if a German general commands the Constantinople garrison. (Received Dec. 4, 8.15 a.m.) ST. PETERSBURG, Dec. 3. Official quarters resent the German military mission to Turkey. The press declares that Russia will not tolerate a third Power at the Dardanelles, or the Russian frontier of Asia Minor.
TURKEY'S NAVY
(Received Dec. 4, 8.15 a.m.) CONSTANTINOPLE, Dec. 3. The Armstrong-Vickers group lias obtained a contract to reorganise the naval dookyftrds and construct a naval base and floating,dock iir the Gulf of Ismid, which will, mark' a - new; era in Turkish naval development. It ia stipulated that no foreign labour except British shall be employed.
