DESPERATE SITUATION DEVELOPING. '
'Times'— 'Sydney Sun' Special Cables. (Received Deo. 4, 8.30 a.m.) LONDON, Dec. 3.
The Times correspondent at Mexico City cables that a desperate situation is developing in consequence of the altitude of the United States, which wishes to "freeze" out Huerta. The northern disturbances on the whole are not purely revolutionary, but are inspired by the desire of brigandage. There has been mutilation, torture, murders, rapine, violation of women and girls, and killing of The policy of the United States hampers the Government. If the strong hand of Huerta ia removed the result would be appalling.
NO INTERFERENCE TO BE TOLERATED.

The rebel leaders , have announced that they will not tolerate American interference, but if properly treated they will willingly * live on the best terms with the United States', and help her to safeguard the Panama Canal. ARMY BILL PASSED. POSSIBILITY OF WAR. (Received Last Night, 11.35 o'clock.) WASHINGTON, Bee. 4. The House of Representatives has passed an Army Bill, a novel feature of which places war volunteers (on the same footing as regulars during waf» , . . The measure authorises yie President to raiae volanteer regiments to supplement the existing National, guards. . Representative Mann asked, if tne Bill had any connection with the situation in Mexico, pointing out that a similar measure was passed before the Spanish war. Mr Mann said he could see no end to the road President Wilson was now travelling in regard to Mexico. / , He hoped war would be averted, but he wa» not sanguine.
