DESPERATE SITUATION DEVELOPING. '

'Times'— 'Sydney Sun' Special Cables. (Received Deo. 4, 8.30 a.m.) LONDON, Dec. 3.

The Times correspondent at Mexico City cables that a desperate situation is developing in consequence of the altitude of the United States, which wishes to "freeze" out Huerta. The northern disturbances on the whole are not purely revolutionary, but are inspired by the desire of brigandage. There has been mutilation, torture, murders, rapine, violation of women and girls, and killing of The policy of the United States hampers the Government. If the strong hand of Huerta ia removed the result would be appalling.
