THE LICENSING BILL.

The Prime Minister announced in the House of Representatives last evening that a Licensing Bill will be printed and circulated during the recess, and will be one of the first measures to be introduced in the nest session of Parliament. The Bill will contain provision for a reduction of •the majority required to carry Nolicense from three-fifths to 55 per cent. It will also deal with the employment of barmaids in private bars. We cannot blame the Government for having postponed the measure this session, for its provisions are of so highly dobateable a character as to require full dicussion in the country. The Bill will be treated as a nonparty one, and it may therefore be expected that when. Parliament next meets we shall have a full and fiec discussion on the subject. There are a great many people who think that, the issue of State .control should also be submitted. On this question we shall have something to say at a future date. '
