Prince von Bulow's contribution to tho book, "Germany Under William 11.," which is now being_ published, is arousing considerable Interest in the press and elsewhere. Prince Bulow emphasises France's irreconcilability as a factor that Germany must never forget. There is, he says, but feeble hope of a real and sincere reconciliation so long as Germany shows no intention of abandoning Alsace-Lorraine.
Dealing with Morocco, ho declares that the Angio-French agreements of 1904 were obviously aimed against Germany, France thereby intending %o strike a blow at the German prestige,, and hoping later, with England's help, to come to a decisive reckoning with-Germany. - Prince Bulow Insists that the late King Edward persistently advocated the hemming in of Germany. He repeats the statement that on King Edward's advice the Kaiser visited Tangier in 1905. / The Prince skims lightly over the resignation of M. Delcasse, omitting to mention that he threatened France with war unless M. Delcasse resigned. He claims merit for instituting amicalflo Anglo-German relations, whereas it is well-known that \ the improved feeling was undoubtedly due to King Edward's foresight in seeing that Prince Bulow's political days were numbered.
