Lefevre, a Radical ex-" Minister, declaring that when the Kaiser landed at Tangier (1011), the, French army in Morocco not in "a position to back the Government's | diplomacy, owing to lack of ammuni- I tion, there being only 703 , bullets I per rifle." . M. BarthoiO Prune Minister, ad- ! mitted that at times the army had been neglected, aiid that it was _riow necessary to make up for lost time.
