BREACH NOT HEALED. STATEMENT BY MR BURTON. 'Times'— 'Sydney Sun' Special Cablet. (Received Nov. 24, 8.30 a.m.) CAPETOWN, Nov. 23. At the National Congress of South Africa, Mr Burton, Minister for Railways, in a speech defending General Botha, the Prime Minister, said the differences between the Government and General Hertzog consisted in the Government being determined to encourage a friendly spirit between the South African peoples, not heeding race, while General Herteog's whole outlook was based on racialism. Mr Burton added: "We are not going to play the part of cowards; we will stand or we will fall with Botha."

The Committee of seven failed to suggest a solution of the difficulty owing to General Hertzog declining to attend the Committee's meeting. PARTY SPLIT IN TWAIN. AN ACRIMONIOUS DISCUSSION. (Received Nov. 24, 9.10 a.m.) CAPETOWN, Nov. 23. The Botha-Hertaog dispute has resulted in the party being split m twain. An acrimonious' discussion at the Congress followed the Commission's report announcing its failure to come to an agreement. General De Wet declared that the Commission had widened the breach, and that the Premier" ,must resign. The motion that the Congress drop the dismite and request the Government to proceed with the administration of the country was carried by 131 votes to 90.. Orangia voted solid for Hertzog. ;Wlien the result was announced Generals Hertzog and De Wet and their followers left the hall. De Wet turned in the doorway, and shouted: "Adieu, aeceders. We will hold a. congress in Bloemfontein in January, and form an organisation styled 'The National Party.' " Subsequently the Congress elected Generals Hertzog and De Wet members of the Head Committee. General Botha supported their election, urging that, they should always keep the door of the Congress open.
