THE ALTERNATIVE VOTE.
The Opposition newspapers are making capital out of tho fact that a British Royal. Commission, set up to investigate the electoral problem, recommended the adoptiotn of the alternative vote in cases where more than two candidates) stand for-one seat. The question is asked, Why does Mr Massey hot accept tho advice of this Royal Commission and adopt the alternative vote system as a substitute for the second ballot? Wo will answer the question by asking another: Why has the British Government not adopted tho recommendation of its own Commission? New Zealand has suffered enough already by the making.of experiments. It has suffered immense injury through the operation of the Second Ballot Act. Surely it has a right to expect that some of the older countries will give it a lead in the matter of electoral reform, seeing that its first effort proved such a ghastly failure.
