THE SECOND BALLOT
The determined stonewall 'set up h$ the Opposition against tho repeal of the Second Ballot Act cannot fail"to excite indignation , throughout the country. The Opposition is stultifying itself and humiliating Parliament by its deliberate attempt to flout the will of the majority. If the affairs of this country are to he conducted on democratic lines, the majority of the people's representatives in Parliament must be permitted to rule. The Opposition, notwithstanding that it declared in favour of the repeal of the Second Ballot Act at the last election, is now fearful of tho result of such a repeal, and is endeavouring to destroy the prerogative that belongs to the majority in the House by its wanton acts of obstruction. The country will not forget the scandalous waste oftim'e jmd money that is being.perpetrated, and will call Sir Joseph AViard and; his followers to account when they next seek the suffrages of the people. The forms of the House are being grossly abused by men who have no other object than to gain a party advantage.
