HOME RULE.
The infonnation contained in our cables this morning that the British Government is submitting to the Opposition a proposal to exclude Ulster 'from the operations of the Home Rule Bill, and io make up the loss thus entailed by an additional burden on the taxpayers of England, comes as a daring attempt at the solution of a difficult problem. It is doubtful indeed whether such a compromise will meet with favour among the Irish Nationalists. And it is still more problematical whether the Unionists would consent to the conditions under which the exclusion of Ulster ■is ottered. At anyrate, the 'Government appears to recognise that Ulster is determined not to submit itself to home government, and is socking the nearest way out of an exceedingly difficult situation. The attituuo of the Opposition in this matter will be awaited with considerable interest.
